This is pretty interesting.

When you go through the cashless toll, your license plate is read and a bill is sent to your house to your home if you don't have an EZ pass. When Canadians come across, they can't get billed because New York doesn't have their addresses.

So, when New York asked Canada for the addresses of their citizens, Canada basically said they didn't agree to that.

When we asked the Thruway Authority to confirm this, it sent a statement reading, “The Thruway Authority continues to work with the Province of Ontario to enter into an agreement to add another billing option for Canadian citizens", according to WGRZ.

New York wants Canadians to pay by clicking on "Rental / Loaner vehicle or future travel" up to 20 days after crossing.
