Cuomo announced that Memorial Day ceremonies will be allowed, but limited to 10 people are less. However, it's up to local governments within the state to decide if they want to follow through with allowing those ceremonies.

"It's an important American tradition. We want to honor our veterans," said Cuomo.

The governor also suggested social distant activities, such as vehicle parades with Memorial Day celebrations.
