According to what I could find online, it is not illegal, but it is very highly restricted. Cannons would fall under "Black Powder" weapons, and there are certain rules and regulations you need to follow before you set off a black powder weapon.

Also, due to the size of the cannon and the noise they make when fired, you would need to comply with local noise ordinances, fire safety regulations, and laws against disturbing the peace. Those would vary from county to county across the state, which means firing a cannon in one part of New York State might be harder or easier than in other parts.

I love things that go boom, but not at 9 pm on a Tuesday night, so for anyone thinking about firing a cannon to celebrate a Sabres goal or win, why not just crash two "Sabres" together in honor of the team? That would be a lot less noisy and a lot more in line with the team name.
