Did Panic at the Disco's latest hit come at the cost of Joe Satriani and Inspector Gadget?

Panic at the Disco hasn't don't all that much commercially after "I Write Sins, Not Tragedies" but they did recently release a new song. Titled "Victorious". Now before you listen... keep in mind 2 key songs. "Crowd Chant" by Joe Satriani and the Inspector Gadget theme song (yes Inspector Gadget)

Our musical knowledge tells us that they sampled key parts from each. Joe Satriani is no stranger to copyright infringement as he settled with Coldplay over their "Viva La Vida" and his "If I Could Fly". He might want to call up the lawyers after hearing this song. Just listen to the guitar riffs.

Then the verse part also sounds super familiar with only a few key notes left out. That's right it is from one of our favorite cartoons "Inspector Gadget"
